Editor's Note: Today, we preview Sept. 19's Republican Primary for the District 3 seat on the Cowlitz County Board of Commissioners. A preview of the Democratic Primary race will follow later in the week.

Regarding the county's recently recovering economy, Spring said there are still too few "family wage" jobs here. He encouraged employers to raise their pay rates.

In the past, he said, the county has used such funds to expand sewer treatment systems, particularly in Kalama and Woodland, allowing them to end building moratoriums.

The incumbent said he would not change the way county government manages taxpayer dollars, saying commissioners have done a good job of keeping the county out of debt, maintaining existing buildings and other infrastructure. "We've had some tough years and the commissioners haven't been tempted to have a pretty high ability under state law to go borrow money without a vote of the people," Rasmussen said. "We haven't been tempted by that."

But Spring said more voters need to be involved with how the county spends its money. He proposed holding more commissioner meetings in the evenings, instead their usual Tuesday morning times.
