Pataki overturned a bill passed by the state Legislature that would have blocked the implementation of new rules state police adopted last spring to end plea bargaining.

"... The responsibility for prosecuting crimes, including (speeding) crimes, has always been a responsibility of local district attorneys'' and should remain that way, Pataki said in his veto message.

But Rockland County District Attorney Michael Bongiorno said the result could be a "big mess.'' Bongiorno said his office will have to handle an additional 15,000 cases a year, and he has asked for $250,000 more from the county to pay for three new assistant district attorneys and an administrative assistant to help handle the extra load.
