BATH -- Steuben County victim impact panels, used to educate convicted drunken drivers of the effect of their crimes, will enter their 15th year on Wednesday.
That's when about 80 people, all convicted of driving while intoxicated, will gather in a Bath courtroom to listen to family members of those killed in drunken-driving crashes.
As they have since the first panel was held on Oct. 31, 1992, Martha Andersen and Grace and Ralph Stevens will recount how their children were killed by drunken drivers.
Norton said all three of Steuben County's judges order convicted drunken drivers to attend a victim impact panel, which is a quasi-judicial proceeding.
"If they are late, they are disqualified and are reported to the court. They can't leave during the session, even to go to the bathroom. If they fall asleep, they are disqualified."
"Insurance companies can raise their rates for three to 10 years and refuse to cover them if they are involved in an accident related to alcohol or drugs."
She's also discouraged to see friends, neighbors and family members -- some of whom were in the hospital with her when her daughter died -- end up at the victim impact panels.
